Kano state Nigeria moves to ban mannequin heads on Islamic grounds...

Not too long ago, Kano State ruled that were no longer allowed to drive in the state and just a week ago, a new ban has been placed, stopping display of mannequin heads on Islamic grounds.
BBC Abuja reported that:
The Islamic police force in Kano, a Muslim-majority state in Nigeria, has raised eyebrows after it ordered shops to only use headless mannequins to advertise clothing.

"Islam frowns on idolatry," Haruna Ibn-Sina, the commander of the Sharia police known as the hisbah, told the BBC.

"With the head on it looks like a human being," he added.

Mr Ibn-Sina also wants the headless mannequins covered at all times because to show "the shape of the breast, the shape of the bottom, is contrary to the teachings of Sharia [Islamic law]".

My question here is, has the public been given the right reasons for this oblivious ban? Could this be due to the lack of control of sexual urge within the state or actually, that the mannequins are misleading the muslims against their faith? Please I need your suggestions.
